Simple solution to this:
Best scenario: Ask your ISP to block entire networks that originate from places in the world you do not do business with. More than likely, you will have to provide them with the information. This is easy to obtain, just check your firewall and/or IDS logs. You can use a site like arin.net (http://www.arin.net/whois/) and key in the ip address. It will show you the entire network that host belongs to.
Second Best: Use IPCop and Banish to stop these networks at your firewall.
Third Best: If your web site is hosted and your provider cannot block traffic for you, then use the .htaccess files to deny access to your site, based on IP address. This assumes that you are using the Apache web server.
Personally, I use IPCop and Banish, as it gives me control over the process. The bad guys still consume bandwidth to my router, but my log files do not fill up with their dictionary attacks and such. I'm getting ready to implement the .htaccess method, as we just moved our in-house, ASP-based website to Joomla and now have it hosted. BTW - What a difference going to Joomla! We couldn't be happier with the change.
