Both China and USA are complete failures !
I am well aware that Communist China is in no way an ideal regime, and have their hands stained with lots of innocent blood. However, if we count every colateral and innocent lives who took the Us-Americans for no much more reasons then greed, I believe the usa would win the match, but that would be hard to proof, since both government are runned by liers. One thing that is kind of funny, though, is to see a country that consider themselves so high on freedom and liberties to be so friendly with that "evil communist China", however, for financial reasons, it is incredible to see that any human have a price tag and can be bought so easily. Well, after all, in regards to human rights, the USA still have the higher capita incarceration rate in the whole world, surpasing by eight times the rates of the same evil China... In fact, if you read about any government system, Capitalism, Socio-Capitalism, Socialism, Communism, and so on, on papers all of them look as good and seems to have a logic made to ease the life of society... Add to the equation a human being, and all of them get bad. Only that communism jump more on your face: You see right there people without freedom of expresion and so on. But in a system like in the United States, there is so much people whining and yelling and exercing their right of freedom, that mean politician use the situations in both regime to finish with personal non-merited gains.
