Only half, the other half was a serious statement regarding the dilema of security through obscurity. Currently, nobody except MS can build the remote scanner you suggest because nobody has a clear definition of what to look for ...

If the "needle" was defined, it would be a problem if someone was to volunteer to scan machines they did not own, currently there are security services which will do exactly what you suggest but you need to authorize them (so they can cover their butts if someone complains) and pay them for their effort, bandwidth, and expertise.
