Very well could be
It's possible that the network was very large. Like oldskool said.
It could have been a large group of windows boxes making
single inquires to the DNS server. Being that everyone is looking
for a massive amount of requests, from a smaller group, this
might be an evolution of design. Still I honestly think it's a new
type of DoS attack, involving windows.
