if they could...

If they couldn't force people to use Clipper ten years ago, what makes them think they can regulate pure VoIP now?

And if they regulate IP-to-PSTN voice, the existence of an unregulated, free option will kill it before it draws its first breath.

So the question remains without a conclusive answer:

Is there intelligent life in Washington?
