UNE-P vs UNE-L
There is a significant differance between UNE-P and UNE-L. The rules change for UNE-P which means the essentially the line and SWITCH (or DSLAM). Not the UNE-L which is the infrastructure that is so hard to replicate.

Secondly, you are right in regards to the urban conduit laden setting... but how about the buried suburban setting... This is way more expensive. Less revenue potential / foot of infrastructure. And how about right-of-way costs (if it can even be obtained!)

The dominant provider in an area must be the wholesale provider. And the wholesale provider must own the outside plant infrastructure. This is the only economic model that makes any sense. The wholesale provider must make enough return on investment to justify further investment... Or he won't invest in America... he'll invest overseas...
