a simple question...
The Bells complain that their costs exceed their mandated wholesale rates. Their competitors claim otherwise. Who's right?

That wasn't a simple question, but this may be: If the wholesale rates are not below costs, why are the new entrants not doing their own construction instead of lobbying and suing to keep things as they are?
