It comes down to this. Either the citizenry pays attention and reports suspicious activity to authorities and each other or that form of democracy fails. The problem in England is monarchical. The citizenry trusts government to identify the wrong doers and can not fathom the possibility that Al Qaida might influence government officials just like any multi-national corporation, just like Barkelys Bank and just like Microsoft.

Rather than warrant less wiretaps and ID cards, England and the other lesser democracies of the EU should look to change laws that protect wrong doers by allowing the most powerful and influential to sue their accusers for proof. You see none of that nonsense in the USA.

In England only barristers dare blog. In the USA you are remiss in your duties as a citizen if you do not. No proof is necessary; the accused is expected to defend themselves in public or withdraw to private life and stay out of polite society. That is why Web 2.0 is uniquely American. Our form of democracy is similarly unique. England will need to come around to the US form of democracy or be dominated by the rise of Americans.

Lets add to this article. In the USA every one who doesn't already have an up-to-date pass port is complaining about delay in getting one. Bush has tried to privatize the process. I have a friend who by going through a private company expects his pass port in less than a week. It takes months perhaps a half a year to go through government channels according to news paper reports. You do not privatize security. That is a fundamental function of government.
