These types of organizations are supposed to be in compliance of privacy legislation like HIPPA and GLB. They're supposed to be audited on a regular basis. I'm betting if one of the 145,000 people this impacts actually sued, they would find out that the data on that laptop wasn't reported in any of the security audits. I'd even bet that somewhere it was documented that secure data doesn't leave their network. The people responsible need to be made and example of so that other organizations start taking personal information security seriously.
