IT departments should use Active@Killdisk
You can download an .exe file that fits on a floppy for free from http://www.killdisk.com

I use this on all PC's no matter what the situation. The free version isn't set to the US Dept of defense standards requirement, but it does do a good job. The buy version which is only costs $30.00 US, so it's a very good idea to have this handy. Once your done, fdisk the disk and format, youre ready to load whatever you want onto the machine.

This should stop that from happening, and it is always a good idea to use a tool like this when getting rid of PC's in any state.
