MS reacts to attack vectors, not fixes design flaws
Its like the little boy with his finger in the dike.

He has two choices, recruit all of the children in the country to stuff up the ever increasing numbers of holes due to the flawed design and implementation of the dike; when the numbers of holes is greater than the numbers of kids we can only hope the boy had the foresight to convince his the adults of childbearing age to get busy early enough for it to provide scalability of the "reactive" model!

Or, the boy could ask his parents to mobilize the country to figure out what's wrong with the dike and fix the flawed design, repair the existing dikes, and built new and improved dikes in the future!

Care to guess which solution MS has choosen - perhaps they had no ability to move out of reactive mode, let's give 'em the benefit of doubt.

It would be fitting if customers simply removed the Windows boxes from the internet, virus problems would go away overnight. Windows was never designed to be on a TCP/IP based internet, so why bother continuing to "plug the leaks"?
