Carrot and stick
If you "cooperate", then you get assurances that the feds "have your back" and you cannot be prosecuted or sued for helping them, even though what you are doing may truly be against the law. You might even get well paid for doing it, under the guise of "reimbursement" for expenses.

If you're thinking of not cooperating, just know this: any agent can type out a letter directing you to spy or reveal information, and notifying you that you can be arrested and jailed for ever telling anyone else that the letter even exists. You can't even show it to a lawyer to get an opinion whether the letter is legal or not. You can be tried and sentenced in a secret court where you won't even be allowed to be present, much less give evidence or cross-examine any witness or evidence. Your family and employer will simply be told that you have been convicted of a national security violation.

Sound farfetched? You'll never know unless it happens to you or somebody close to you. That's the beauty of the system.
