1. Each country is given a data spec The data in full detail remains in its control of the issueing country.
Elements
Country
PP # or Travle ID # (or govt ID Card, Driver Lic #)
Date Issued
Date Expires
Name (First, Middle, Last)
Allow multiple forms of ID for an individual.
Optional :
DOB
Photo
Fingerprint Data
Height
Hair Color
Eye Color
This is done every time an id is issued, renewed, revoked etc.... The US database alone could be hundreds of millions when you add in all passports, and govt issued ID forms. Not sure about Military and Diplomatic ID's, they may require a special system for verification and tracking.
2) Interpol collects the main elements from each country
country, pp#, name ( optional items who knows ) Data is stored in hashes and assigned a record id that issuing country can use to find in its own system.
Interpol flags items that are reported as stolen.
3) Depending on size (its obviously going to be very large ) database is replicated around the world.
4) Database needs to be continuously updated for adds. Changes and Deletes are allowed but require safety measures.
4) All ports of entry utilize system to record entry of person. Possibly even internal travel systems. Data related to transactions that are determined to be legitimate are marked for purging after set lenght of time.
5) Tracking data is store in encrpted format requiring specialized appst to extract summarze and report. System remembers the last 2 3 or 4 tracking events. Tracking data can be passed back to country that issued the ID, but needs to done in realtime as system should not be expected to contain more than 2 or 3 recent points of data per traveller.
6) If suspicious person detected then authorities must have some protocol to follow to verify identity of individual etc... by contacting originating country. If they fail, arrest them or immediately put them on a plane to where they came from.
