EMC owing to VMware kicks arse. The obvious solution is web appliances. The government already accesses the databases probably through both Windows and Linux. Virtualize the physical personal computers currently with access. Place the Vmware files on a server and bingo - Job well done for those with security clearance. - iPhone access follows shortly there after. Huzzah.

Of course you will need redacted reports for those without security access. That is a JSP / web page kind of task. But the 90 percent solution is so NOW.
