There's a difference between admin and root
That's where you draw the line between Windows and Mac OS X.
In Windows, ANY administrator can effect the system. In Mac OS
X, you have to be in root. Administrator can not effect the core
system files, you have to sudo or log in as root. Even with the
system files you CAN modify (like preferences, kernel
extensions, etc.) require you to enter an administrative
password. Also, unless logged in as root, even administrators
can't effect files they don't own (such as files in another users'
home directory), they have to change the permissions on the
files, which requires yet another administrative password.

On top of ALL of that, Mac OS X 10.3 also has File Vault that will
allow you to encrypt all your data with even one more "master"
password that even root can't use, you have to know the
password to decrypt and use the files.

Simply put, Mac OS X is more secure than Windows. Period.
