Even if this could/did occur, the scope of the effect would be limited to the users' environment and not the entire system.

Your point about files being executable by default in Windows is valid, but I hope you realize that Windows can be used as a restricted user just like any other OS, and that any program executed under a restricted account would be confined to the user's space - just like any other OS.

I've observed this at work for years now. Users that have admin access to their windows machines have a pretty good chance of wrecking their machines (spyware, installing programs, etc.), while users that have restricted access to their local machines rarely if ever have any problems.
