Block forged addresses, not unsollicited mail!
Are you to block any unsolicited mail, even from grandma, or from a normal commercial company who are proposing something legit and useful without hiding their address?

Solution is not to savagely block, but to make the sender unveils his true address and pays the just price - then up to him to chose to send or not. Solution is in laws (that are the same for everyone), not in lists (that separate people who are free to do something, from others who are not).

Then allow any email unveiling its sender's true address, but charge the sender by the bits sent x number of adressees, as proposed in Paying $0.05/MB to each addressee will stop spam, Democracy is just price, not black lists, and more (don't mind the irrelevant posts from advocates of police-ruled email posturing as independent fanatics).

In addition, email handlers should require a valid postal address before granting an email address to someone. Backbone servers should require a valid sender before forwarding a message. Any forged or otherwise invalid mail should be returned.
