- Most of this stuff is being done by contractors. Surprisingly little federal IT is in the hands of actual government workers nowadays. There's no profit in it, if it isn't privatized! Don't blame the poor federal workerbots who are stuck with whatever crapware the Contractor-Flavor-of-the-Year was pushing and (mis)installing.
