Yes - the issues of the Executive Branche's CIO Woes are a problem...
But they are NOT anything that unifying the Executive Branch's operations into a single CIO wouldnt fix.

The other issue is that the Federal Employee's who refuse or are unable to meet the key requirements in managing those impacted information systems should suffer criminal penalties for those failings - something that ***will*** weed out all the incompetence in IT Operations, again, something that is rampant around the industry and is based on many many IT staffer's refusal to do their jobs based on their claim's 'that those issues are already addressed'. A claim which is simply something that apparently in more and more cases is a lie.

Accountability is the key word and nothing is going to change until those that operate those systems are accountable in a criminal manner.
