While it's true that this sometimes happens, equally often the virus author takes advantage of holes for which exploit code has not been disseminated. This is really irrelevant though, because the OS has to be ready to defend against highly skilled black-hat crackers as well as script kiddies.

Hence, the real problem is that the Windows OS is insecure. Despite supposed use of static code scanning tools (re. article earlier this week), Windows still has plentiful opportunities for buffer overflow attacks, not to mention other attacks.
