This ruling was just a typical government response to something they can't control anyhow. The public screamed loudly enough that they had to do something. I don't think any right minded person would believe that someone who hides their garbage behind innocent looking 'subject' lines is actually going to follow a rule like this. It does make me a bit nervous when I consider what might happen next when people find out the spammers don't play by the rules.
