Is anybody surprised?
Hmmm, we asked the shameless human garbage to play nice and obey the law and they ignored our request in favor of unloading another ten million moronic junk e-mails on the public. Well, I guess Congress is out of ideas!

Seriously: give up on any hope that laws will stop spam. Spammers have all the intelligence and dignity of playground bullies. They won't pay any attention to any stern lectures from the principal that "bullying won't be tolerated." The only thing that's going to stop them - and prevent them from ruining the internet for everyone else with their slimy, selfish little antics - is changing the structure of SMTP so that every e-mail message's "From" header matches the server/domain from which it was sent, and all other mail is discarded. Once the method of communication changes, spammers will be eating out of garbage cans, sitting on street corners whining for spare change. How ironic it will be when the only food product they can afford to buy with the pennies they've scraped out of the gutter will be SPAM itself!
