You're right about C/C++
They're close to the metal, and require humans to ensure that buffers are checked, memory isn't altered, etc. A better way is to move towards "managed" environments like Java or .NET. C# by itself is just a language. The issue is the environment within which applications run. If they are uncontrolled, then the onus is on the programmer to get things right. If they are "managed," then the runtime ensures problems CAN'T occur.

With .NET or Java, buffer overflows are impossible.

Eiffel or Ada aren't much of a help, as the problem isn't language so much as how much the runtime checks to ensure bad things can't happen.
