Computers are general purpose devices.
Because the OS/app developers have no idea what you are going to do with their product, wha it's very hard to assure conformance.

Think of it this way, if Ford could only issue a single warrenty that had to cover Escorts to the thing that moves the space shuttle around, it would either be a useless piece of paper or make the Escort a $50,000 car.
