Lawmaker tones down anti-Gmail bill

Good point ... who does spam affect advertisements: Let's say I'm an advertiser. Do I pay per inserted impression, or for each impression seen. Do they insert advertisement into diet pill spams? That's alot of impressions wasted if it is done that way.
