A LOT of I.T. decisions are made by non-technical managers and executives. And most of them think that Microsoft makes stable and secure software. As long as uninformed people make I.T. policy Microsoft will stay top dog. So they have no reason to improve their products. For example:
Until recently, I worked for a Fortune 100 company. Every time that MS had one of his little big shot get togethers and invited our top executives, we ended up wasting tens of thousands of dollars testing the latest Microsoft "innovations".
The geeks at the company finally took a page from Microsoft's Hotmail acquisition. Hotmail runs on Unix, but Microsoft frontends the system with W2K servers to make it look like it runs on Windows.
We did the same. To management it looked like we had a Microsoft system, but all mission critical systems still ran Unix or on AS400s. Management bragged about their "all Microsoft" network and everyone who knew the truth laughed at them,
quietly, when they weren't around
