Oh it does something.
1. It allows them to stand on a podium and state that they are "Protecting the American way of life."
2. It allows them to come up with a new way to push money at their donors in the form of contracts. After all it does say outside audits, heck if they're good they'll be paid to produce the audit and then be paid to verify it.
3. It allows them to exclude their own offices from it.
