ALL parties bear responsibility. End users have nothing to do with product desing and implementation though.

To me, it is reasonable to require that some DECENT QUALITY standards are MET before products are incorporate so intrinsically in the workflow of organizations, let alone when common users rely on them to carry out their personal tasks.

This is not a perfect world, but for instance you would expect that the brakes in your car or the steering system will give you some DECENT chance of surviving in certain situations.

At the same time, the consumer must make sure that the product he is acquiring MEETS the QUALITY needs at the prices he is willing to pay.

Non-technical users have some excuse, but larger organizations do not. They are supposed to employ technically adept personnel
