PC security audits for businesses? ROFLMAO
This is a truly flawed premise. Leave it up to the government to come up with such a shortsighted and limp d*** approach.

As anyone in the security business knows, computer security is a moving target (as is anything security related). One cruise missile does not fix the problem. There are far to many variables that influence any situation at any given time.

If there are to be any ?warm fuzzies? to be had, there must be a very technical systematic methodology stipulated that encompasses the entirety of the Internet facing systems and any systems that are directly or are indirectly connected. This would include (but are not limited to) VPN connections from remote workers, dial up connections into the tested networks, 3rd party connections and their remote users and 3rd party connections etc, etc, etc?.

This as usual is just a band-aid (if that).
