I priced a DELL Dimension 2400 with everything you mentioned and it's $948. That includes an Intel Pentium 4 at 2.66 GHz.
It actually is $848 after a $100 mail-in rebate.
With that, you could throw in 19' monitor or another 256MB of RAM.
