Fine the people who hire the spammer.
Isn't it time that the people who hire the spammers were held accountable, shouldn't they also face large fines or jail?

If you hire someone to kill someone else are you not held more responsible for the killing and likely to attract a harsher sentence? So it should be with those who hire the spammers.

For my opinion it could also be a capital offence too.
