Boycotting spammers
This sounds nice in principle, but consider: the vast majority of people are ALREADY doing that by deleting the spammers' e-mails.

The fundamental problem is that the cost of sending spam is so negligible that it doesn't matter if only %.001 (or less) of your messages result in a sale, because you're still ahead of the game. Indeed, the CAN-SPAM law actually *reduces* spammer overhead by giving them a set of simple rules which, if followed, immunizes them from legal action by the Feds.

Sure, if *every single* spam message sent by a company was ignored they'd shut down. But that's simply never going to happen. There's always going to be some fool out that who really thinks that he can increase the size of his reproductive equipment and burn fat while he sleeps.
