The efficient solution
Open Safari Preferences. Uncheck "Open safe files
after downloading"

IE is a little more complicated. Open IE prefs/
Receiving files. Click Add. In Mime type and
Extension enter ".dmg". In the Handling menu
select "Save to file".

Mozilla should be ok as downloaded since it does not come
with file handling set. You have to the various MIMI types/
extensions them yourself and select the program to open
them.

This article fails to mention that a user would have to be
tricked into downloading a DMG disguised as somethng like
a JPEG. Of course the user would first have to be somehow
lured to a specific site with the malicious download.
