H1-B Contols = Export Controls
Security starts at Microsoft and Microsoft's employment policies are harming the nation. When 30 percent of the employees working for Microsoft on US soil do not hold US citizenship and AFAIK there are no security clearance procedures like at Boeing, there is a problem.

The problem is with the H1-Bs who intend to take what money and knowledge is mined from working at Microsoft back to their home countries. (note that I am not as concerned about those giving up citizenship in their birth countries and there are always exceptions)

Contrary to the myth, the WSJ recently published material indicating that China is a long way from challenging the US as an economic competitor. A majority of the population is at subsistence level without a safety net that would dissuade them from acting properly towards the USA or their former Microsoft employer. You can almost view the situation as an injustice being righted by the money paid to the gang to do cyper crime.

This is not the case for our European based H1-Bs, who I am confident are doing the same kind of thing. China emulated pirates during the days of the slave economy and eventually the greatest pirate of all time came from there. They also emulated the Italians and Irish in forming "benevolent societies" at countries they moved to for work. These societies bothered not to instruct members in how to follow US laws or respect the companies that employed them after the job was done.
