In commercial companies, dumb terminals just don't make sense...but in our government, the only way secret information should be able to get out is if it's sent to a printer IMHO.
Sensitive systems attached to the Internet is as moronic as the oxymoron Army Intelligence...and to do sensitive government business over connected systems is even more stupid.
