And Those Wonderful Contractors ...

Ah, and don't forget the wonderful contractor outfits who hire only the "least expensive" (often indentured servant classes from India, etc.) bodies to implement these government systems - people on the bottom of the stack with regard to best practices or even marginal security (many ask for advice how to do their jobs on the discussion boards everyday - always under yahoo, etc. accounts, of course - giving unbelievable details about the specific systems they are implementing, etc.).

Add this to the old "English as a second language" issue, and we have a chronic problem in IT infrastructures. The "placement industry" doesn't even look at high end consultants - once they detect anything rate-wise that will mean lower-then-max profits, they screen the candidate out - sometimes substituting his resume for one of their own foreign candidates ...

IT's pretty scary how things really go in the government / large corporate IT world...
