Thats a core reason
"If soemone breaks in due to a flaw in the locks, the house builder is NOT th evictim, it's the onwer/resident."

Lets extend on your house example. So now after the first batch of houses have been build and all of the owners have been burgled due to the faulty lock that they provided, MS should know better not to buy brand-X locks any more. MS pleades ignorance when customers sue them in court and get off scott free.

However, the repeat the same "mistake" for all other housing projects and all of the other owners get burgled too. How far can a plea of ignorance go.

MS doesn't feel the need to build better houses or change their locks because they are not liable for anything. I can hear pointy-haired BG laughing to the bank right now chanting to himself "stupid house owners make me money!"
