Windows Software is not designed with parnoia in mind
Microsoft is more interested in getting the product out the door than to fret and worry about security.

Though they have changed their public stance lately, they've set up their new Vista operating system with new security features which make writing anti-virus software difficult or impossible. Symantec and Microsoft have been battling over this for a while.

Keep in mind that people HATE pop-up warnings and will often check the box that says, "Don't bother me with this again" and whatnot. They just want their stuff to work ya know?
