You're right, because they are sloppy
A small correction: apparently it's not in the device drivers themselves, just in their control panel. Which I'm sure they insist on always running in the background, "for your convenience." (Just the app itself weighs in at 15.3 MB -- and people wonder why Windows seems bloated?)

As for why *just* RealTek... as explained in the MS KB article, this particular bug only pertains to applications which load hhctrl.ocx before user32.dll. And as I explained prior, it most likely comes as a result of loading hhctrl.ocx during DllMain which is an absolute no-no in Windows programming. Apparently RealTek's apps are the only ones (so far) that commit this particular sin with hhctrl.ocx.
