I'm still puzzled as to the dates involved. Publish a memo in March directing all agencies to adopt security by February? Either there is a year missing here, or the Fed has invented a time machine! Now the REAL debate comes in. Will the time machine (small "t", small "m") run on Windows, OSX, Linux, Unix, Sun...? Will there be a tiny overlooked component of it that is French, allowing them to hack into our systems (afterall, they've been hacking the Pentagon for years)? Will Al Gore claim he invented it?

Only time will tell. Or will it?
