Government can't standardize on Linux on the desktop
The government can't standardize on Linux on the desktop, because it would fly in the face of their claim that Microsoft has a monopoly on the desktop OS market. It would be hard for the government to claim that MS still has a monopoly, if they were to show that is indeed possible and viable to use an alternative such as Linux.
