research and make a decision after deciding how best to deal with your internal infrastructure (hardware/custom software/employees/training), and external relations (cross databasing/consumer and other agency interactions. Can you serve yours and others needs with your current provider, can you make a quick and affective switchover to something like the solution of OSS and/or Linux, . . . .is Apple too much or too little for the dollar regarding the above.

And, the govt has or used to have posted configuration on Windows. If they didn't apply the policies from top to bottom, its been a problem of communicating what they've preached. Just like complying with accessibility laws for their websites.
