Worse yet, it could have the opposite effect.

For an 18 year old kid, the 5 million dollars just adds excitement. Just like there is no excitement writing a virus for OS2 because it would not cause significant damage, there is less excitement when you don't have 5 million dollars on your head. Besides that, some of these kids WANT to be caught. And who says the people turning him in won't use the reward to support writting more viruses??

It is just like the laws against vandalism do little to stop vandalism. The after school basketball programs do a whole lot more. So maybe we need to think of creative ways to ocupy the virus writers rather than focus on catching and punishing them. And, you should think about using a secure operating system.

Would you stand on the street corner with your pants down letting people swing at you???
