You're logic is flawed on a few points.

1.) Programmers are human. They are not perfect. They do not always see how certain miscreants (read: BAD guys) could take their creation and exploit it into everybody's worst nightmare.

2.) There IS a patch already released that blocks MSBlast and Sasser. It's been available since about August 2003. The fact that a number of people have been lazy and haven't gone to Windowsupdate.com and gotten it installed... speaks volumes.

3.) There are hundreds of millions of possible combinations of hardware and software available to the PC universe. Fully testing every single possible combination out there is impractical. And every day, new hardware is released making the task damn near impossible.
