can compete with their wholly to partially proprietary commercial software/OS because of public knowledge of their products (through work usage and advertisement which OSS can rarely do), momentum over decades of consumer use, and dealings with OEMS/retailers that establish and maintain their niche markets either through direct sales of said software and/or maintenance contracts that give that extra care leverage. The govt often puts money here and there into projects, most with no visible returns to the public, if any visibility to the public at all. They are such carnivores that way.
