sounds like it's to check that contracted software is up to snuff. With only '150' projects, it's not just any old open source developers.
I get the idea it is to prepare for an open source switchover using reliable and secure software.
Same way as any other company may hire a third to provide a testing service to check for suitability.

Ms is in for the money, so they'll head where the money or market share is.
Extremely unlikely that they'll go open source. If they were inclined to go open source, you'd be able to download DOS 3.3 source by now.
MS doesn't compete, in the OS market at least there is no competition. the last competition MS had was in the days of dos, Dr.dos, pcdos, and the like were competition.
Dr.dos was competition, because it would run everything that you could run on MSDOS so you had the choice of dos for your purpose.
Saying linux is in competition with windows, is like saying the guy that bought a van to haul the kids to school is in competition with Greyhound bus lines.
Now if they were to rewrite linux so it would run the latest games from the local Best Buy, then they would be in direct competition, and MS would have no option but to improve.
