You said "on a simpler level, does your state have seat belt
laws?"

There's a big difference between "laws" imposed on people
by elected govt. and "laws" imposed on people at the whim
of a corporation.

This actually happened in Conn. and became a national
news story. A small car rental company put GPS devices in
their cars that could report back the speed. the company
the "fined" renters who sped. They were taken to court by
the state of CT and had to refund the money - based on
the fact taht they had no legal authority to impose the
"fine"
