Um Bit..if you worked in the industry you'd know that the things you're describing can easily be avoided through group policy or local system policies. No need for an elaborate hardware lockdown, big industry/government 24/7 spying/"monitoring" system just to keep users from getting in their own way.

"I know you as an admin would never allow a user to run as root on a Linux box, but people do it all the time when left on their own."

Huh? How will Palladium change this?? You have the local admin password, you own the box, regardless of whatever else. Don't want users logging in with admin rights? Don't give them that access! Give them a typical user account with limited priviledges. Real simple. No need for senseless lockdown/control being slipped by under the guise of security..
