The government sites are the safest becasue they need and have security
The government sites are this way because they must be secure. The largest number of attempted attacks happen to government sites, for many reasons. Therefore the government has to spend a lot of time and money making sure their sites are very secure.

In addition, only members of the government can get government domain names. They're not open to the public like .com domain names - who can and can't get a .gov domain name is very controlled.
