Do not under-estimate the attacker
It seems to me that the report writers may have been wearing rose colored glasses. Any success by an attack of this kind is unacceptable.
I am glad we have a "new shield" but evidently it was not 100 percent effective. I am not sure that the report writers realize the full extent of the digital log jam caused by the attack and the fallout at individual servers and routers.

Why not focus energy on a shield coupled with a sort of back up grid that takes the load off of the attacked area.
